PMA Business Cycle Index (PMABCI) – November 2025 Improvement in overall index

The results of the PMA’s Business Cycle Index (PMABCI) revealed an improvement in overall business activity in Palestine, as the index increased to -26.1 points during November 2025, compared to -30.7 points in October. However, the index remains at deeply negative levels, reflecting the ongoing uncertainty caused by the unprecedented Israeli aggression against both the Gaza Strip and the West Bank.

The overall index in the West Bank increased from -16.1 points in October 2025 to         -10.5 points in November 2025. This increase is driven by an improvement of several economic activities:

  • The Industrial index increased from -5.7 to -3.7 points.
  • The construction index increased from -3.8 to -1.6 points.
  • The Trade index increased from -5.2 to -3.4 points.
  • The transportation and storage index increased from -0.5 to 0.4 points.

Conversely, the agriculture index declined from -0.7 to -1.7 points. Meanwhile, the IT and communications index remained stable at around -0.4 points, and renewable energy index at around -0.1 points.

The results in the West Bank shows an increase in production, sales, and inventory levels. Furthermore, the respondents' expectations regarding production and employment levels for the next three months were positive.

As for the Gaza Strip, despite of the ceasefire in 9th October 2025, Gaza still continues to suffer from almost complete cessation of economic activity due to the ongoing blockade and Israeli aggression, which has inflicted extensive destruction on infrastructure and all aspects of daily life. Under these catastrophic and exceptional conditions, the overall index for Gaza is expected to remain at its lowest level around -100 points, indicating an almost complete halt in economic activity across the Strip.
