Launch of E-Payment Service for Land Authority Transaction Fees via the E-SADAD Platform

The PMA and the Land Authority have launched a new service that enables citizens to pay Land Authority transaction fees electronically through the National Electronic Bill Presentment and Payment System, E-SADAD. This service facilitates the completion of transactions remotely, eliminating the need for cash payments or in-person visits to Land Authority offices.

The agreement for the Land Authority’s integration into the E-SADAD platform was signed by His Excellency Mr. Yahya Shunnar, the PMA governor, and His Excellency Counselor Alaa Tamimi, Chairman of the Palestinian Land Authority, in the presence of Deputy Governor Mohammed Manasrah, Mr. Nader Salhi, General Manager of the Palestinian Payment Services Company, and several department directors from both institutions.

 In its first phase, the new service allows citizens to pay Land Authority transaction fees through the E-SADAD platform, which is available across all banking applications and e-wallets. In the second phase, citizens will be able to pay for property purchases electronically via the platform, without the need for cash and free of charge, helping to enhance the speed and ease of completing transactions.

 

The PMA governor, Mr. Yahya Shunnar, affirmed that the Land Authority’s integration into the E-SADAD platform marks an important milestone in the journey toward digital transformation. He noted that the Land Authority is one of the key sectors expected to drive meaningful change in the adoption of electronic payments.

Shunnar praised the Land Authority’s role in adopting electronic solutions in its operations, emphasizing that electronic payments are a safe and effective means to ease economic burdens and reduce reliance on cash—particularly in light of the ongoing ILS accumulation crisis facing banks.

For his part, Head of the Land Authority, Counselor Alaa Tamimi, stated that integration with the E-SADAD platform enhances the quality of services provided and crowns ongoing efforts to digitize the PMA’s operations. He noted that this step represents an advanced stage aimed at improving the speed and efficiency of interactions with citizens. He added that land lies at the heart of the conflict in Palestine, and that the Land Authority has been one of the leading institutions in digital transformation, driven by a commitment to easing the burden on the Palestinian people.

Tamimi commended the role of the PMA in developing the infrastructure for digital transformation and electronic payment systems, which enable various sectors—especially government institutions—to benefit from these systems.

It is worth noting that the E-SADAD platform, supervised by the PMA and managed by the Palestinian Payment Services Company, continues to expand its services to include a wide range of public and private institutions. This expansion aims to foster an advanced digital financial environment and reduce dependence on cash.
