Mr. Mohammad Manasrah

Deputy Governor of Palestine Monetary Authority

Mr. Mohammad Manasrah has worked for Palestine Monetary Authority since mid-1998. He has held several specialized positions during the 22 years of his career in the field of banking supervision, including at least ten years in senior supervisory positions, the most important of which has been the Executive Director of the Supervision Group – held since the beginning of 2020. Mr. Manasrah also held the position of the Director of the Control and Inspection Department in mid-2018, the Director of the Monetary Operations and Investment Department in the beginning of 2017, Advisor to the Governor of Palestine Monetary Authority on several projects, the most important of which was the establishment of the Palestinian Deposit Insurance Corporation. Mr. Manasrah also held the positions of Deputy Director of the Supervision and Inspection Department and Head of the Banking Supervision and Inspection Section. Mr. Manasrah was also responsible for the completion of several projects of Palestine Monetary Authority.

Mr. Manasrah is a member of several important committees within Palestine Monetary Authority that are responsible for policymaking, issuing instructions and licences. Additionally, Mr. Manasrah currently represents Palestine Monetary Authority on several boards of directors and committees at the local, Arab and regional levels, the most important of which are the Board of Directors of Palestine Capital Market Authority and the Board of Directors of the Board of Auditing Profession. Mr. Manasrah is the Head of the Audit and Risk Committee, a member of the Licensing and Practice Committees, a member of the National Anti-Money Laundering and Terrorism Financing Committee, a member of the National Committee for the Building of the State and the Representative of Palestine Monetary Authority in the Arab Monetary Fund and the Banking Supervision Committee. 

Mr. Manasrah also sat on the boards of directors of several institutions. He was the Vice Chairman of the Board of Directors of the Foundation for the Management and Development of Orphans’ Funds from 2009 to 2015; member and chairman of the Board of Directors of the Audit and Risk Committee; Representative of the Foundation for the Management and Development of Orphans’ Funds at Takaful Insurance Company from 2011 to May 2016; Palestine Monetary Authority’s representative in the Islamic Financial Services Board in Malaysia until the end of 2012; and Palestine Monetary Authority's representative in the Accounting and Audit Commission of Islamic Financial Institutions in Bahrain until the end of 2012.

Mr. Manasrah is an expert in several banking and financial topics. He has lectured at several training courses, both at the Palestinian Banking Institute and at Palestinian universities on topics such as risk-based supervision, banking qualification diploma, basic principles of effective control, dealing with bad debts, economic journalism and its future, the supervisory and regulatory environment of banking in Palestine, banking supervision and performance evaluation standards, data and information analysis tools and methods, market risks and their evaluation mechanisms, and design of testing, calculation mechanisms and applications of Basel II. 

Mr. Manasrah is in the final stages of obtaining a Ph.D. in Islamic Finance from Al-Jinan University in Lebanon. He has a master's degree in Accounting from Al Quds University (2001) and a BA degree in Accounting and Finance from Hebron University (1997).
