Financing Gaza’s Reconstruction: A Framework for Mobilizing Private Sector Investment Wilton Park, United Kingdom | 13–15 October 2025
H.E. Mr. Yahya Shunnar, Governor of the Palestine Monetary Authority (PMA), led the Palestinian delegation at the high-level international conference held at Wilton Park in the United Kingdom to advance a coordinated framework for Gaza’s reconstruction and explore modalities for mobilizing private sector engagement.
Organized under the patronage of the UK Government in partnership with the Arab Republic of Egypt, the three-day conference brought together senior representatives from the Governments of the United Kingdom, Egypt, and Palestine, alongside international partners, private sector leaders, and the Palestinian banking community. Notable participants included The Honourable Hamish Falconer MP, Parliamentary Under-Secretary of State for the Middle East, North Africa, Afghanistan and Pakistan; Mr. Mahmoud Omar, Assistant Minister of Foreign Affairs and Director of the Palestine Department, Government of Egypt; and H.E. Dr. Husam Zumlot, Ambassador of the State of Palestine to the United Kingdom.
During the conference, Governor Shunnar presented a Palestinian-led initiative for reconstruction grounded in governance, transparency, and accountability. He underscored that Gaza’s recovery is not merely about restoring what was lost, but about rebuilding in a way that strengthens economic foundations, empowers the Palestinian people to build their state, and creates the conditions for stability, productivity, and self-reliance.
“Our mission is not only to rebuild Gaza’s infrastructure,” said Governor Shunnar. “It is to lay the foundations for a resilient economy — one that generates opportunity, dignity, and hope for its people.”
Governor Shunnar expressed deep appreciation to the Government of the United Kingdom for its steadfast partnership and historic recognition of the State of Palestine, and to the Government of Egypt for its leadership in preparing the upcoming International Conference on Gaza’s Reconstruction, scheduled to be held in Cairo next month.
The Governor outlined the Gaza Recovery and Reconstruction Implementation Program (GRRIP) — the national framework aligned with the Arab Plan for Gaza’s Recovery and Development. The program will be implemented through the Gaza Reconstruction Unit (GRU) within the Ministry of Planning and International Cooperation (MoPIC), supported by a Project Preparation Facility to fast-track bankable projects, UNDP engineering teams for debris clearance and damage verification, and 18,000 civil servants ready to resume public services once access conditions allow.
Governor Shunnar further highlighted the pivotal role of the Palestinian banking sector, affirming its readiness to manage liquidity and ensure the efficient allocation of financial resources to support reconstruction. He emphasized that, over the past years, the PMA has strengthened the foundations of financial stability and enhanced the resilience of banks in facing crises — enabling them today to play an active role in financing vital projects, supporting economic recovery, and meeting citizens’ needs in partnership with local and international institutions.
The Palestinian delegation reaffirmed its operational readiness to coordinate with Egyptian and Jordanian authorities on border facilitation and reconstruction logistics as soon as access is permitted.
As the conference concluded, Governor Shunnar emphasized that Gaza’s reconstruction represents not only a humanitarian necessity, but an economic and moral imperative — a collective effort that requires strong partnerships, sound governance, and private sector engagement to deliver a sustainable and dignified recovery for the Palestinian people.
